Minutes for the Meeting of Allerston & Wilton Parish Council on Thursday 7th March at 7.30pm at Allerston Village Hall.

PRESENT: Cllrs. D. Hunter (Chair) K. Stead, A. Hall, G. Blunt, C. Read, D. Briston, S. Muir. Mrs P. Cox (Clerk and RFO)

1.     Welcome to all Cllr. Hunter welcomed all to the meeting

2.     To receive apologies for absence

3.     Open forum A resident reported potholes down Toc Lane and Church Lane. The Clerk to report this to Highways. A resident reported vans with hoses parking at the top of the village and washing their bikes on the pavement. Clerk to monitor the situation, with a view to erect a sign if the situation gets worse. The residents at Manor House have stated that their leylandii trees will be removed in the future.

4.     Declaration of Interests None

5.     To consider the Minutes of the Meeting on Thursday 11th January 2024. All agreed and signed by the Chair.

6.     To receive information on ongoing issues and decide further action where necessary:

6.1 Highways information. The Clerk has reported an overflowing drain at the bottom of Allerston village, which has now been resolved.

6.2 VAS information and Speedwatch. VAS going into Wilton next week. Speedwatch to start within the next few weeks.

7.     Planning applications received.

7.1  NY/2023/0232/FUL: Givendale Head Farm, Malton Coe Road, Ebberston. Consultation on planning application for the purposes of the Retrospective change of use from agriculture to use class B2 to allow use for agricultural plastics recycling. Rejected by the Parish Council.

8.     Planning applications waiting a decision from North Yorkshire Council

8.1 None

9.     Planning decisions received

9.1 ZE23/O5O42/FUL: Fox Hill, Allerston. Erection of 1no. three-bedroom dwelling with attached two-bedroom annex following demolition of the existing dwelling (revised details to withdrawn application) Refused by North Yorkshire Council.

9.2 ZE23/O4569/FUL: Warren House Farm, Warren House Road, Allerston. Formation of 10no. crushed stone bases for touring caravans and motorhomes to allow revising of the site to 13no. tents and 10no. caravans/motorhomes. Approved by North Yorkshire Council.

9.3 ZE23/00520/MFUL: Rains Farm, Allerston Lane, Allerston. Erection of 1no. two storey building to be used as a wellness retreat centre, following the removal of existing agricultural building, erection of 1no. parking barn to accommodate 7no. vehicles, erection of 1no. agricultural building for the storage of feed and machinery, erection of 1no. play barn, partial change of use of the existing dwelling to be used for the charity together with erection of a single rear extension and landscaping across the site. Approved by North Yorkshire Council.

 

 

10.  Finance

10.1       Finance report January/February 2024 including payments and receipts. All approved.

10.2       Barclays Business Account. Clerk to look into opening a Unity Trust account in place of Barclays.

10.3       Financial Ombudsman. Clerk to accept the £200 from Barclays Bank after no contact from the Ombudsman.

10.4       Donations. The Councillors agreed to give the annual £35 donations to the Wilton Church Choir, Allerston Methodist Church Coffee Morning and the Library at St. John’s Church Allerston.

10.4.1   Allerston Wildlife Enthusiasts. The Councillors have agreed to donate £200 annually with the provision that it is spread across both villages.

10.5       Electric for defibrillator. The Councillors are happy to pay £20 to both Allerston Methodist Church and the residents of Home Farm in Wilton to cover the electric of defibrillators.

10.6       Visibility cuts. NYC have increased the visibility cuts payout for both villages.

10.7       Appointment of Auditor. Councillors agreed for James Ingham to be appointed as auditor.

11. Wilton report

11.1       Coulby Lane. Cllr. Davies to update the council in the next meeting.

11.2       Wilton Ings Lane closure. Highways have secured the signs again, however the road closure is still being ignored by some and the road condition is getting worse.

11.3       Dog waste. The Clerk has posted a letter through every resident’s door in Allerston and Wilton to remind people to pick up after their dog. Some councillors reported a decrease in the waste around the village.

12. Allerston Water

12.1       Water consumption. Water is still at an adequate consumption level.

12.2       Electric supply. In line with water consumption.

13. Allerston Report

13.1       Allotment request update. No more updates.

13.2       Allerston to Wilton footpath. No updates currently.

13.3       Manor House.

13.3.1   Upgraded water main. Covered in the Allerston Annual Meeting

13.3.2   Village Green parking. The residents of Manor House have asked if they are able to tarmac the driveway from the main road to their house. The Councillors have agreed. Parking on the Village Green is to be discouraged, with the exception of the sewing group and church.

13.4       AWE proposals for Forest Gate and The Butts.

13.4.1   The Clerk read out a number of proposals from the Allerston Wildlife Enthusiast Group regarding possible actions at the Forest Gate area and The Butts. These were discussed by the Councillors who agreed to the majority.

14. Chair/Councillors reports

14.1       Community MAPS Meeting. Issues with vandalism in surrounding villages’ toilets. The public were dissuaded from scanning QR codes found on lampposts due to possible over 18 content.

15. Clerks Information

15.1       Council email address. The Clerk asked if the Councillors would like to pursue a .gov.uk email address as it was advised from the NALC. The Councillors disagreed, stating it would be a lot of work and the company the Parish Council currently use for the email and website are very secure.  

16. To consider new correspondence/information received

16.1       Home to School Travel Policy Consultation. Clerk to inform the local school of the consultation.

16.2       Let’s Talk Food survey. Clerk read out the details and will circulate to anyone who wanted more information.

16.3       Cost of Living campaign. Clerk to add the details to village noticeboards.

16.4       Emerging Technologies Online Conference. Clerk read out the details and will circulate to anyone who wanted more information.
