Minutes for the Meeting of Allerston & Wilton Parish Council on Thursday 7th July 2022 at Allerston Village Hall at 7:30pm

PRESENT: Cllrs D. Hunter (Chair), D. Briston, K. Stead, G. Blunt, C. Read, S. Muir, A. Hall, Mrs L. Myers (Responsible Financial Officer) and Miss P. Smalley (Clerk)
Members of the Public: 11 present, Cllr. Oxley and Cllr. Sanderson

1.     Welcome to all. The chair welcomed all councillors and residents to the meeting.

2.     To receive apologies for absence Cllr. Davies

3.     Open Forum Cllr. Sanderson was asked if the chain and padlock on the gate on the Water Gap can be removed so the public can make use of the footpath. It was stated that the gate has been locked from at least 2004. Cllr. Sanderson and Cllr. Oxley explained the legalities of footpaths and rights of way. The Clerk is to follow up on the status of the footpath and emphasise that the land the footpath goes through is currently being contested.

4.     Declaration of Interests Cllr. Hall declared an interest in agenda item 9.1

5.     Minutes of the Meeting on Thursday 12th May 2022, Friday 24th June 2022 and Thursday 30th June 2022. Agreed and signed.

6.     To receive information on ongoing issues and decide further action where necessary

6.1 Highway’s information.
The leak on the pavement directly outside of the Village Hall has been reported to Highways. Highways stated it was not their responsibility and the fault comes from underneath the Village Hall. The Village Hall has checked and there is no water under the floorboards, so it is coming up under the pavement. Cllr. Sanderson to pick this up.
The path at the bottom of Allerston Main Street has been cleared by RFO and her husband. Highways have dugout the edges which has also improved the footpath. Resolved for the time being
Cllr. Blunt reported a leak on Allerston Main Street at the bottom near Stonebeck. The Clerk will report to Highways.
Cllr. Hunter reported the 40mph sign at the top of Allerston Main Street is no longer visible. The Clerk will report to Highways.

6.2 VAS information and Speedwatch.
The VAS sign has been moved from Ebberston to Allerston. Cllr. Blunt had issues connecting the sign as someone had interfered with the connector.
Speedwatch was carried out most recently on the 6th of July where over 100 vehicles passed in the hour and approx. 6 were speeding.

6.3 Grass cutting in Wilton
Regarding the complaint that grass was left on the road. Nothing back yet from JJ Harrisons. To be taken off the agenda.

7.     Planning applications received to discuss.
9.1 22/00533/HOUSE Craven Garth Allerston. Formation of additional off road parking by the removal of boundary wall to make a driveway. Agreed by Parish Council

8.     Planning applications waiting a decision from Ryedale District Council

10.1 None

9.     Planning decisions received
9.1 22/00317/HOUSE Marishes Lane. Limestone facing to all existing dwelling external walls, flat roofs of the bay windows to the south elevation to be replaced by clay pantile sloping roofs, all window sills, mullions and heads to be replaced in stone and all white UPVC windows to be replaced in cream UPVC. Approved by RDC.

10.  Finance
10.1     Finance report May/June 2022 including payments and receipts. All agreed.
10.2     RFO’s salary. Discussed in private meeting. It was unanimously agreed that the RFO claim extra hours pay due to extra workload.
10.3     NYCC remittance for grass cutting. Covered in finance report.
10.4     Water receipts. Covered in finance report.
10.5     Water sampling. Covered in finance report.
10.6     New signatory for Barclay’s account. Cllr. Read agreed to be the new signatory.
10.7     Audit. The RFO read out the acknowledgement of exempt status and closed the Audit.

11. Wilton report

11.1       Coulby Lane. No updates.

11.2       Possession query of grass verge opposite South View Farm. The reason for cutting this piece of land is to keep Wilton tidy. The amount paid towards cutting this part of the grass will be minimal.

11.3       Water leak on Cawcliffe Lane. This has been reported by the Clerk.

12. Allerston Water

12.1       Water consumption. Slightly higher due to the time of year. Not excessive.

12.2       Electric supply. Up slightly in line with the water consumption.

12.3       Insurance Claim. No updates.

12.4       Stop tap covers at Westbrook and the Chapel are broken. Cllr. Hunter needs to modify them before he can install them.

12.5       Church Lane water supply. Completed and paid for.

13. Allerston Report

13.1       Parking on blind bends. Cllr. Sanderson has contacted Highways and drawn up maps regarding parking. A separate consultation meeting was requested and agreed. More details from Cllr. Sanderson to follow.

13.2       Allotment request update. No updates.

13.3       Tree planting at Forest gate. Cllr. Davies to follow up at next meeting

13.4       Footpath to the Hideout. The Clerk has been contacted by RDC and has been informed that the footpath surface is not up to their standards and they will take further action to ensure adherence to requirements

13.5       Proposed Jubilee Garden. £220 was raised at the Village Hall’s Jubilee event to put towards a Jubilee Garden. It was made clear that this money is to be put in the Parish Council accounts until it can be spent accordingly. This was agreed. A resident will also donate a bench for the garden. It was proposed that the garden is placed on the Water Gap. The Clerk is to apply for a rural community grant to landscape the area.

13.6       Brook Garth’s land registry application. Cllr. Oxley has informed the MP of the application. Parish Council’s response agreed and to be submitted.

14. Chair/ Councillors reports

14.1       Community MAPS Meeting. Cllr. Blunt reported of increase of theft of cooking and heating oil. There has also been a rise in graffitiing in the area.

15. Clerks Information

15.1       Policies. All signed off.

15.2       Councillors Discussion Forums. The Clerk will pass on details of relevant forums that the Councillors wish to attend.

15.3       Councillors Contact Details. All amended with new councillors and contact details.

16. To consider new correspondence/information received

16.1       20’s Plenty campaign. Cllr. Sanderson spoke in depth of the pros and cons of the campaign. It was agreed that the Parish Council should not join the campaign at this time.

16.2       Joint Parish Forum. Cllr. Read wishes to attend.

16.3       Rural Community Grants. It was suggested that the community grant could be used for the Water Gap land for landscaping or for a community vegetable garden.

16.4       Ryedale Consultation Event. All councillors informed.
