Minutes of the Meeting of Allerston and Wilton Parish Council held in Wilton Village Hall on 12/01/2017
PRESENT: Cllrs W Dunnett, D Hunter, K Stead, G Blunt, J Dunning, R Davies (Chair), M Hargreaves and Mrs L Myers the clerk.

1.Welcome to all attending.
2.Apologies: Cllr. S Turnbull
3.Open Forum: Overhanging trees between the Village Hall and Main Street Wilton – A tree surgeon has been asked to look at these trees.
Cars parked at the end of the Main Street Wilton, too near the junction of the A170. A Polite notice to be put in the nearest garden. Notices to be left on the car windscreens.
Street Light on Colby Lane needs a Cowl – Cllr Davies to inform the Clerk of the number.
4.Declaration of Interests – Cllr Hunter re farm rates.
5.Minutes of the meeting on 03/11/2016 were agreed and signed.
6.To Receive information on ongoing issues and decide further action
6.1 Website – Will to provide training.
6.2 Wheelie bin Stickers – now available for anyone on Allerston or Wilton Main Street from Lesley Myers, Sam Turnbull and Mike Hargreaves
6.3 Debris to be cleared from the top of the Main Street.
7.PLANNING Applications received
7.1 South Moor Farm Bickley, New application for runway and pilots/restroom building – refused by Allerston and Wilton Parish Council.
7.2 Boundcliffe Farm Allerston, Agricultural Buildings, demolition and rebuilding – approved by Parish Council at planning meeting on 03/01/2017. Highways to be contacted again about the state of the Back Lane.
8.PLANNING decisions received.
8.1 Thompson Rigg Farm, Crosscliffe – replacement of field shelter – approved by RDC.
8.2 Appeal to Planning Inspectorate, Partings Farm Motor Bike track restrictions by Ryedale District Council, discussed at planning meeting 21/04/2016. Appeal refused by planning inspector.
11. ALLERSTON WATER
11.1Water supply – several properties in the village have had difficulty in obtaining water. Suggestions discussed in full by Council with no resolution. This matter is still being considered. Thanks were given to Keith Stead for Cleaning round the water tanks.
11.2Water test results received, Nitrates still slightly high (level is 52mg/l NO3, accepted limit is 50) Babies under 6 months should not drink the water.
12. ALLERSTON REPORT
12.1Allerston to Wilton footpath – no further information, new forms have been distributed, replies to Cllr Dunnett please
12.2Registration of unregistered Land – Cllr Davies looking at any options and is obtaining details from Land Registry.
12.3Allerston Beck – between the chapel and waterways, to be repaired.
12.4Community Speed Watch information has been returned.
13. CLERKS REPORT.
13.1YLCA meeting on 31st January – the Clerk will attend.
14. NEW CORRESPONDENCE.
14.1Superfast north Yorkshire – Wilton will hopefully be on the list for this year.
14.2NYM National Parks Community Grants – no ideas for any areas in out Parish in the National Park.
14.3YLCA are requesting photos of our Parish.
14.4Request for a Grit Bin at the Cross Roads there have been several incidents – agreed.
14.5Training in planning and neighbourhood planning being offered by YLCA.
Late information- Matrix traffic calming signs for Wilton need replacing – to express interest and put on the agenda for March.

Minutes of the meeting of Allerston and Wilton Parish Council held in Allerston Village Hall on 05/11/2015
PRESENT: Cllrs S Turnbull (Chair) J Dunning, G Blunt, D Hunter, K Stead, R Davies, M Hargreaves W Dunnett and Mrs L Myers the clerk.

2.Apologies: None
3.Open Forum:
The proposals for a wind turbine were discussed. The Councillors were advised by Mr Ingham that the Company is required to have a consultation but that consultation was not in the correct venue. The Wind Turbine is proposed for land in Allerston and so the Consultation meeting should have been in Allerston.
The lack of a current web site was raised by M/s Scorer. This is in process currently and should be up and running well before the next Parish Council Meeting. Various issues with the Parish Council Bank Account and how to make payments for the website have held the process up.
4.Declaration of Interests – none declared.
5.Minutes of the meeting on 3rd September 2015 were agreed and signed.
6.To Receive information on ongoing issues and decide further action
6.1 Grass cutting – all agreed it has been done well and to contact the same grass cutters for next year. No increase in cost.
6.2 Registration of unregistered Land – Cllr Turnbull is looking into, no further information.
6.3 Speeding – following a letter to Julia Mulligan from a concerned visitor. /there is going to be some monitoring of speed in the village next year. All villagers are advised to report speeding issues on the 95 Alive website with the time date and car registration number in order for action to be taken.
6.4 Streetlights – none reported out of action.
7.PLANNING Applications received
7.1 Thompson Rigg Farm Crosscliffe, Conversion and extension of barn to form a residential annexe – approved by Parish Council.
7.2 Proposed Wind Turbine – meeting to be arranged when plans have been seen by the Councillors
7.3 Mr Hall Wilton Carr Gate. Wilton. Installation of photovoltaic panels – approved by Councillors
8.PLANNING decisions received.
11. ALLERSTON WATER
11.1Mr XXXX (name with held) has not paid the correct water Charge. Cllr Hunter to ask him for the underpayment within the next month. If no progress is made the Council will take legal action. Vale view – unpaid – Bulmer letting agents have been consulted and they are following this up.
11.2The water has been tested in October and the results meet the standards required.
11.3Cllr hunter reported he is still not happy with the filter on the spring tank. – To arrange a site meeting.
12. ALLERSTON REPORT
12.1Allerston to Wilton footpath – no further information
12.2Blue Man Footpath – this is still being monitored Cllr Stead reported seeing Motorbikes in the last few days.
12.3Allerston Beck – the repairs are still on the engineers list and to take place between August 2015 and February 2017 but according to Highways will hopefully be completed this winter. The area next to the track bridge next to the Chapel is still to be completed.
12.4There was some damage to the road by Boundcliffe Farm with a storm in August. This is currently being repaired. The Road drainage pipe has collapsed.
12.5Dog Fouling – Please report anyone seen allowing their dog to foul the village to the dog warden.
12.6Long stay parking on the village Green is to be looked into. Currently no solution has been found.
12.7The tree opposite Toc lane has been pruned.
12.8The Forestry Commission is looking to put an access gate where the locked gate has been placed. A gate is also to be put on the Blue Man.
13. CLERKS REPORT.
13.1Voluntary Contract for Clerk has been completed. It was circulated and to be discussed in January. To confirm the Parish Council e mail isallerstonandwiltonpc@gmail.com
13.2Parish council Standing orders have been updated and circulated. To be discussed in January.
14. NEW CORRESPONDENCE.
14.1Transparency Code – website discussed in open Forum
14.2Broadband – no further information
14.3Wheelie bins stickers – a sample received. Agreed to purchase one pack of 50 as a trial to be selectively circulated in Main Street Allerston and Wilton. Cllr Hunter did not agree with this decision.
14.4Defibrillator – Costs and obligations to be looked into, grants are available.
14.5The Youth club requested permission to hold a Sculpture trail next year on the Village Green area - agreed
14.6Thornton dale Parishes meeting feedback, the precept can be used to help sustain village halls. Tabards and little picking equipment can be supplied. An automatic entry system with number plate recognition and payment on exit is being considered for Dalby Forest Gate.
Next Meeting - to be held in Wilton Village Hall on Thursday 7th January 2016 at 7.30pm.
