Minutes for the Meeting of Allerston & Wilton Parish Council on Thursday 1st September 2022 at Wilton Village Hall at 7:30pm

PRESENT: Cllrs D. Hunter (Chair) K. Stead, R. Davies, G. Blunt, S. Muir, A. Hall, Mrs L. Myers (Responsible Financial Officer) and Miss P. Smalley (Clerk)

1.   Welcome to all Cllr. Hunter welcomed everyone to the meeting

2.   To receive apologies for absence Cllr. Read and Cllr. Briston

3.   Open forum
Bushes near Station Cottage, Allerston need cutting back. The Clerk is to ask the resident of Station Cottage to do so.
Low Farm House and Low Farm, Allerston bushes need to be cut back. The Clerk is to contact the residents of the properties and NYCC.
Grass triangle on Cliff Lane, Wilton. A resident has asked if the grass triangle in Wilton can be either reduced or tarmacked over completely for easier access for trucks and more visibility. Cllr. Sanderson suggested that Highways would not pay for this. The Clerk is to put the issue on the agenda for the next meeting.
Land opposite South View Farm, Wilton. It was also put to the councillors that the land opposite South View Farm be narrowed to allow two cars to pass each other. It is unknown who owns that land. The Clerk is to put the item of whose land it belongs to on the next agenda.

5.   To consider the Minutes of the Meeting on Thursday 7th July 2022, Friday 22nd July 2022 and Thursday 11th August 2022 Agreed and signed by the Chair

6.   To receive information on ongoing issues and decide further action where necessary

6.1 Highway’s information. The gullies in Allerston and Wilton have been cleaned. The water leak on Cliff Lane in Wilton has been repaired.

6.2 VAS information and Speedwatch. The VAS sign has recently been in Allerston, now back in Ebberston. The socket that was previously damaged has been fixed.

6.3 Speedwatch. Allerston and Wilton are now sharing the speed gun with Yedingham as they don’t have the resources to buy a new one. Cllr. Sanderson is to apply for funding for a new speed gun for Allerston.

6.4 Proposed devolution deal announcement. This was summarised by the RFO. Has been circulated to the councillors via email.

7.   Planning applications received to discuss.
7.1 22/00881/HOUSE Barn Cottage, Main Street, Allerston – Erection of single-storey extension to rear elevation and erection of a detached double garage. Agreed unanimously.

8.   Planning applications waiting a decision from Ryedale District Council

8.1 22/00533/HOUSE Cravengarth, Main Street, Allerston - Formation of additional off-road parking by the removal of boundary wall to make a driveway.

9.   Planning decisions received
9.1 None

10.  Finance
10.1   Finance report July/August 2022 including payments and receipts. All agreed.
10.2   Appointment of external auditor. Agreed to stay with Government approved auditor.

10.3       Nationwide. Cllr. Hunter to confirm details

10.4       Budget. RFO has temporarily added £1000 to precept. To be confirmed at next meeting. It was asked if the water rate for the residents should go up in price due to the water extraction licenses rising. It was also stated that there was an overspend this year in outgoings due to the repair on Church Lane. The councillors agreed that the water rate should stay the same. This will be finalised in the next meeting.

11. Wilton report

11.1       Coulby Lane. The drain has been flushed out. Yorkshire Water have also been and everything now seems to be in working order.

11.2       Water leak on Cliff Lane. This has been repaired.

11.3       Phone box library. A £500 community grant has been offered from Ryedale District Council.

12. Allerston Water

12.1       Water consumption. Consumption has steadily risen in the last 3 months. This could be due to the dry weather or the influx in residents. Clerk is to emphasise rising consumption in the newsletter.

12.2       Electric supply. Also steadily risen in the last 3 months.

12.3       Water inspection. Results not back yet but the visit seemed positive.

12.4       Insurance Claim. No new information

12.5       Stop tap covers at Westbrook and the Chapel are broken. Cllr. Hunter has fixed.

12.6       Church Lane water supply. Done and paid.

13. Allerston Report

13.1       Yellow lines. Cllr. Briston thinks that the lines come too further south. They need to go further north. Cllr. Blunt believes the double yellow lines outside of Low Farm should be deleted for now. Clerk to contact Highways and suggest a formal public consultation.

13.2       Mirrors for Toc Lane. These were agreed. Cllr. Blunt to look at cost prices for mirrors.

13.3       Allotment request update. Nothing back yet.

13.4       Tree planting at Forest gate. Cllr. Davies has the trees until the area can be cleared. This will happen in the Autumn. Cllr. Stead to help.

13.5       Footpath to the Hideout. Nothing back. Clerk to report to Planning that it has been reported that one of the lodges is being used permanently.

13.6       Proposed Jubilee Garden. Grass cutting at the Water Gap was discussed and it was agreed to request JJ Harrison to cut the area in the first step to taking public ownership.
RFO has found prices for picnic benches and normal benches. The councillors agree to buy from a local producer and get a quote from a local supplier. An 8-foot picnic bench was agreed. Councillors unanimously agree to make a claim for the land. Clerk to put in an application to Land Registry.

13.7       Brook Garth’s land registry application. This has been withdrawn.

13.8       Allerston to Wilton footpath. Forms need to be submitted from people who have walked the path. Cllr. Sanderson to go back to Footpaths.

14. Chair/ Councillors reports

14.1       Community MAPS Meeting. Cllr. Blunt attended. Warning about thieves stealing heating oil.

15. Clerks Information

15.1       Councillors Discussion Forums. The councillors are to contact the Clerk if details are needed.

16. To consider new correspondence/information received

16.1       Buddy Benches. The Clerk to apply for a rural community grant for a buddy bench to get funding.

16.2       Rural Community Grants. Already covered.

16.3       Green Dog Walkers Scheme. The scheme promotes no dog fouling and countryside stewardship

16.4       Meeting with North Yorkshire’s Police, Fire and Crime Commissioner. The Clerk has details if needed.

16.5       Council Tax Reduction scheme consultation. Details on Ryedale District Council website

16.6       Wilton defib pads and software update. The Clerk to order new pads.

16.7       TrackRod Rally. Dates are on the noticeboard.

16.8       World Cleanup Day. Saturday 17th September 2022
