Minutes for the Meeting of Allerston & Wilton Parish Council on Thursday 11th January at 7.30pm at Wilton Village Hall.

PRESENT: Cllrs. D. Hunter (Chair) K. Stead, A. Hall, G. Blunt, R. Davies and S. Muir. Mrs P. Cox (Clerk and RFO)

5.     To consider the Minutes of the Meeting on Thursday 2nd November 2023

6.     To receive information on ongoing issues and decide further action where necessary:

6.1 Highways information. Blocked drains have been reported by the Clerk. Clerk to report flowing water at the bottom of Main Street, Allerston.

6.2 VAS information and Speedwatch. VAS now at Ebberston. Speedwatch to start again when the weather improves.

7.     Planning applications received.

7.1 ZE23/O6879/FUL: The Hideout, Weasdale to Partings Farm, Allerston. Erection of 1no. two bedroom detached timber clad holiday cabin with associated decking, access and parking. Approved by Parish Council. Clerk to follow up on the status of the footpath at The Hideout.

8.     Planning applications waiting a decision from North Yorkshire Council

8.1 ZE23/O5O42/FUL: Fox Hill, Allerston. Erection of 1no. three-bedroom dwelling with attached two-bedroom annex following demolition of the existing dwelling (revised details to withdrawn application) Approved by Parish Council.

8.2 ZE23/O4569/FUL: Warren House Farm, Warren House Road, Allerston. Formation of 10no. crushed stone bases for touring caravans and motorhomes to allow revising of the site to 13no. tents and 10no. caravans/motorhomes. Approved by Parish Council.

8.3 ZE23/00520/MFUL: Rains Farm, Allerston Lane, Allerston. Erection of 1no. two storey building to be used as a wellness retreat centre, following the removal of existing agricultural building, erection of 1no. parking barn to accommodate 7no. vehicles, erection of 1no. agricultural building for the storage of feed and machinery, erection of 1no. play barn, partial change of use of the existing dwelling to be used for the charity together with erection of a single rear extension and landscaping across the site. Approved by Parish Council.

9.     Planning decisions received

9.1 ZE23/O5261/FUL: The Old Sawmill, Allerston. Erection of an extension to existing stables to replace temporary structure to form a hay store and 2no. tack rooms for general storage. Approved by NYC.

9.2 ZE23/O4419/FUL: Warren House Farm, Warren House Road, Allerston. Erection of a replacement agricultural storage building following demolition of existing agricultural building. Approved by NYC.

 

10.  Finance

10.1       Finance report November/December 2023 including payments and receipts. All approved.

10.2       Barclays Business Account. The Clerk explained to the Councillors that the Parish Council bank accounts were unexpectedly closed at the end of October. They have now been re-opened and all due invoices have been paid. The signatories that were on the accounts prior to the closure are no longer on, and the Clerk is therefore waiting for this to be rectified.

10.3       Financial Ombudsman. Due to the Barclays closure being their own error, Barclays have offered the PC £200 in compensation. The Clerk explained that the man hours spent on liaising with Barclays would have cost more than the compensation being offered. The Councillors are happy for the Clerk to take it further with the Financial Ombudsman.

11. Wilton report

11.1       Coulby Lane. Clerk to check on the status, and if still bad, to report it to Highways.

11.2       Wilton Ings Lane closure. Clerk to report the road signs which are unsafe in high winds.

11.3       Dog waste. The Clerk has had correspondence from a resident who lives near the current Allerston and Wilton road closure. They stated that the amount of dog waste since the road has been closed has increased. The Councillors agreed that people would ignore a dog bin if one was placed, but the Clerk will monitor the situation.

12. Allerston Water

12.1       Water consumption. Water is still at an adequate consumption level.

12.2       Electric supply. In line with water consumption.

12.3       Mailing list for water testing results. The councillors agreed for the Clerk to setup an emailing list for those in Allerston who require the water sampling results.

13. Allerston Report

13.1       Allotment request update. Cllr. Sanderson recently received correspondence stating that although the plans for the allotments are still going ahead, they have been set back due to the case officer leaving his role.

13.2       Allerston to Wilton footpath. The Allerston to Wilton footpath has significantly moved up in priority. The Clerk to liaise with the resident spearheading the campaign to find mentions of the footpath in historical Allerston Parish Council minutes.

13.3       Manor House. The resident at Manor House has sent the Parish Council an invoice regarding a stop tap renewal. The Councillors refuse to pay for this due to the new stop tap being unnecessary as the previous one was only installed in recent years, and also due to the resident and contractor cutting off the water supply to the village without giving the Parish Council prior warning. Cllr. Sanderson suggested to put a clause on the annual water leaflet that residents that states residents must let the PC know when any private work on the water supply is being carried and if the supply could be turned off. The new pipe feeding into Manor House is 31mm, which is the same size as a commercial one. Because of this, the Parish Councillors have decided to increase the water rates at Manor House to that of a farm rate. The Clerk will email the resident to inform him.

13.4       Allerston Wildlife Group. The Parish Council is to donate the rest of the grant money that was received from RD to Allerston Wildlife Group, who want to install bug hotels and increase biodiversity in the village. Cllr. Davies and Cllr. Blunt are to meet the Wildlife Group to discuss potential hedge and tree planting at the Butts and Forest Gate prior to the next meeting. Clerk to contact Manor House and ask the resident to take action to remove the fallen tree from the footpath and point out there is evidence of a badger set.

13.5       Fox Hill Planning Application. The Clerk has been asked by the residents of Foxhill if the Parish Councillors can write a letter of approval regarding their recent planning application. Cllr. Sanderson advised that the Planning Authority have no objections about replacing the building and would be happy if the new application showed that one part of the building was subordinate to the other, not two houses joined together. The Clerk to reply to the resident stating that the PC wholeheartedly supports their efforts and would happily back an application that is within policy.

16. To consider new correspondence/information received

16.1       Household Waste Recycling Centre Consultation. Details of which will be on the notice boards.

16.2       LED light upgrades. The LED light upgrades have started in Allerston and are due to start in Wilton at the end of January.

16.3       Home upgrade grant. Details of which will be on the noticeboards.
