Minutes for the Meeting of Allerston & Wilton Parish Council on Thursday 4th November 2021 at Allerston Village Hall at 7.30pm.
PRESENT: Cllrs D Hunter (Chair), M Hargreaves, K Stead, J Dunning, R Davies, G Blunt, D Briston, C Read and Mrs L Myers Clerk. NYCC Cllr. J Sanderson

1. Welcome to all. The chair welcomed all to the meeting.
2. Election of Chair – Cllr Hunter was proposed by Cllr Blunt and seconded by Cllr Stead. Agreed by a vote of 6 for the proposal, 1 against.
3. To receive apologies for absence – RDC Cllr W Oxley.
4. Open forum
a. Maintenance of driveway across the village green to Manor Close and Manor House. It is the view of the Council that the responsibility is the householders. To ask highways advice. Cllr Sanderson to be copied in,
b. Back Lane, below footpath to Ebberston. Water is going down to Back Lane below and not draining away. NYCC are responsible from Toc Lane to Footpath. To investigate where the water is coming from. Cllr Sanderson to check with Highways.
c. Water escaping the beck next to the field below Troutsbeck. To talk to the Farmer again.
d. Point 16.1 The letter received by all the village was discussed. The council have noted the comments made and are to take no further action at this stage.
e. The footpath from the Hideout Lodges was discussed. The lodges are suitable for the disabled, +but the footpath is not. To report again to planning.
f. Queens Canopy – the Council has acquired 2 trees from Ryedale District Council. To consider planning near the forest gate. Cllr Davies is also to donate a tree in memory of his father-in-law. To check on the space required.
g. Elections – Cllr Sanderson informed the meeting that it is proposed to hold Parish council elections in 2022. The County Council elections will run alongside the Parish Council elections and run for 5 years. From 2023 Stand alone Parish Council elections will be charged by NYCC.
5. Declaration of Interests - none
6. Minutes of the Meeting on Thursday 2nd September 2021 and planning meeting 14th October 2021 – resolved.
7. To receive information on ongoing issues and decide further action where necessary
7.1 Highway’s information – Pavement between the village Hall and the A170, highways have inspected and replied that it does not meet the criteria for repair. Cllr. Sanderson followed this up with Highways and received the same response.
Coulby Lane entrance on A170 had been dug up twice by Yorkshire water – no explanation why.
Drain blockage at the Willows driveway in Allerston. – Highways to dig down to expose the damaged drain and find the problem hopefully week commencing 8th November.
Water outside village hall has got less. No response from Highways.
7.2 VAS information – the sign now moves 6 weekly between Allerston/Wilton and Ebberston. Positive feedback has been received about the sign. There is an overspend of £593 – to request 50% from Ebberston.
7.3 Section 154 of the highways Act – following advice from Cllr. Sanderson this was put on hold.
7.4 Grass Cutting – to continue with J. J. Harrison.
8. Planning applications received to discuss
8.1 NYM/2021/0822/FL proposed art installation with associated accessible path and ground mounted solar array near Cross Cliff Car Park. To follow up and get more information.
8.2 21/01437/HOUSE Installation of air source heat pump at rear of main dwelling. Farm View Main Street Allerston YO18 7PG agreed by Parish Council
9. Planning Applications waiting a decision form Ryedale District Council.
9.1 21/01252/FUL Change of use of Agricultural building to joiners’ workshop - land at Malton Lane Allerston. YO18 7PG – agreed by Parish Council with conditions.
10. Planning decisions received
10.1 21/01158/HOUSE Rhodelands Main Street, Allerston YO18 7PG Erection of detached timber storage shed on site of demolished garden shed and erection of a timber outbuilding to form a home/hobby workshop – approved by RDC
11. Finance Report
11.1 Finance Report September/October 2021 -resolved
11.2 VAT to be claimed once the final grass cutting invoice received.
11.3 Budget considered. Water charge to remain the same, Precept to be increased by £500 to £8,000 for 2022/2023
12. Wilton report
12.1 Wilton footpath – cost from Highways £5,952.23, Stockdale Construction £4,000 - £5,500. Councillors all agreed this cost is not viable. To follow up again with Highways.
12.2 Coulby Lane Flooding – waiting for a decision from highways for further work to be done.
12.3 Carr Lane – Some holes have been filled in, but condition is still poor past the 2nd bend to the bridge.
13. Allerston Water
13.1 Water Consumption – slightly lower this month
13.2 Electric supply – slightly lower this month
13.3 Insurance Claim update – no new information.
13.4 Environment agency Consultation – https://www.gov.uk/government/consultations/water-resources-charge-proposals-from-april-2022 Consultation closes on 10th November – several Councillors have responded.
14 Allerston Report
14.1 Pavement top of Main Street – covered in item 7.1
14.2 Water on pavement at village hall – 7.1
14.3 Weed in Beck between Troutsbeck House and the pumping station – to again request landowner/tenant to clear. Cllr. Sanderson to follow up.
14.4 Parking alongside the Court on Main Street and lower Main Street. To request White, keep clear markers on the blind bends. To put in newsletter to request no parking on blind bends.
14.5 Allotment requests – the Council has received 6, Cllr Sanderson to support in trying to rent some land.
14.6 Dog bin in back Lane - RDC has agreed to empty a dog bin in the Back Lane before footpath to Ebberston – to liaise with community officer.
15 Chair /Councillors reports
Cllr. Hargreaves and Lesley Myers attended the Thornton Dale Parishes meeting. Homemade speed signs were discussed. They can be placed in a resident’s gardens provided they do not replicate road signs and do not cause a problem with vision accessing properties.
16 16. Clerks Report
16.1 Clerk/Councillors response to election – see 4d.
16.2 Clerk Application – Cllr Read to investigate requesting an agency to find a Clerk – Costs will need to be considered. Lesley Myers has agreed to continue
17 . To consider new correspondence/information received.
17.1 Civil Enforcement Officers – contact 01653 600666 they cover antisocial behaviour, including fly tipping, graffiti, noise, littering, dog fouling, stray dogs, abandoned cars.
17.2 Citizen’s advice – available at Harrison House, Malton Monday to Friday 9-5pm. Adviceline 0808 278 7900 Free to call. See notice board for more details.
17.3 20’s plenty speed campaign, Advised by Cllr. Sanderson to put on hold.
17.4 NYCC briefings for Councillors have been circulated.
17.5 Free trees – 4f.
