Minutes for the Meeting of Allerston & Wilton Parish Council on Thursday 2nd September 2021 at Wilton Village Hall at 7.30pm.

PRESENT: Cllrs D Hunter (Chair), M Hargreaves, K Stead, J Dunning, R Davies, G Blunt, C Read and Mrs L Myers Clerk

Members of the Public: 5

1.   Welcome to all. The chair welcomed all to the meeting.

2.   Election of Chair – it was agreed by all that Cllr Hunter should remain as Chair until the next meeting when all Councillors will be able to vote.

3.   To receive apologies for absence – None.

4.   Open forum

a.   North Yorkshire County Council will take on the full responsibility for all Services from 2023. There could be an opportunity for devolved powers to Parish Councils. The parishioner asked if the Parish council were considering requesting the to get the power under Section 154 of the Highways act, to require removal or cutting back of trees shrubs or vegetation that obstruct or endanger highway users. To be discussed at the next meeting.

b.   Low Farm – can the Council influence North Yorkshire County Council to allocate the empty property for Afghan refugees. – the Council understands the house requires upgrading to make it habitable and Cllr Davies offered some accommodation in Wilton and was informed that the authorities are not looking for rural village locations.

c.     The Court parking - a resident asked for permission to speak in 14.7. agreed.

6.   Minutes of the Meeting on Thursday 1st July 2021 – resolved.

7.   To receive information on ongoing issues and decide further action where necessary

7.1 Highway’s information – Pavement between the village Hall and the A170, highways have inspected and replied that it does not meet the criteria for repair.

Blocked drains on A170 and Main Street Allerston. – to be cleaned.

Road edges Wilton Ings Lane Wilton – repairs will be made within 90 days.

Road sweeping requested for A170 Allerston and Wilton and Main Street Wilton.

7.2 VAS information – the sign now moves monthly between Allerston/Wilton and Ebberston. Positive feedback has been received about the sign.

7.3 Yellow line proposal – an order has been issued to install yellow lines at the top of Allerston Main Street and Wilton Main Street with the junction of the A170.

8.   Planning applications received to discuss

8.1 21/01158/HOUSE Rhodelands Main Street, Allerston YO18 7PG Erection of detached timber storage shed on site of demolished garden shed and erection of a timber outbuilding to form a home/hobby workshop – agreed by PC.

9.   Planning Applications waiting a decision form Ryedale District Council.

9.1 None

10. Planning decisions received

10.1       21/00678/HOUSE. Erection of two storey part side/part rear extension following removal of existing single storey part side/part rear extension, erection of 1no. two bay car port and garden shed following the removal of the existing garage and shed.,1 Eastfield Terrace Main Street Allerston Pickering YO18 7PG – approved by RDC.

10.2       21/00786/CAT The shires Main Street, Allerston.YO18 7PG Fell 1 Leylandii tree – decided. By RDC.

10.3       21/00926/HOUSE Erection of single storey side extension together with conversion of garage into additional living accommodation. Hill View Cliff Lane Wilton YO18 7LE. Approved by RDC.

 

 

10.4       21/00736/CLOPUD Certificate of Lawfulness for a proposed use or development in respect of a detached outbuilding. Pasture Cottage High Street Wilton YO18 7LE approved by RDC.

11.  Finance Report

11.1       Finance Report July/August 2021 -resolved

11.2       Budget considered. Water charge to remain the same, Precept to be decided in November.

11.3       Zurich insurance – the Clerk identified that the insurance policy had not been checked and some items were missing which had been added last year and the year before. An extra payment of £ 146 was paid for these omissions.

12. Wilton report

12.1       Wilton footpath – cost from Highways £5,952.23, To request costs from Stockdale       Construction.

12.2       Grate on A170 – resolved

12.3       Coulby Lane Flooding- Coulby Lane gullies have been cleaned and jetted. Yorkshire water has repaired a leak and highways are now monitoring the lane to try to find and effective solution.

13. Allerston Water

13.1       Water Consumption – this was raised since the last reading.

13.2       Electric supply – remaining reasonably constant.

13.3       Insurance Claim update – no new information.

13.4       Environment agency Consultation – to https://www.gov.uk/government/consultations/water-resources-charge-proposals-from-april-2022

14   Allerston Report

14.1 Forest Gate/ Blue man walk – no new information.

14.2 Pavement top of Main Street – covered in item 7.1

14.3 Parking in Toc Lane – work to complete off street parking for the residents of Toc Lane to commence on 27th September. Parking will be created in the former garden of 4 Toc Lane and in the garden of 1 Toc Lane.

14.4 Grass cutting adjacent to Mill Pond – resolved.

14.5 Water on pavement at village hall – reported to highways.

14.6 Weed in Beck between Troutsbeck House and the pumping station – to request landowner/tenant to clear.

14.7 Parking alongside the Court on Main Street – the parking on the bend and the speed of traffic is causing problems especially at the front of Mill House. A resident of the Court is to request that they do not park on the bend. Discussion about the speed and volume of traffic. 2 dashcam clips were shown to the meeting.  To put in newsletter.  

15   Chair /Councillors reports

The footpath from the new chalets on the A170 down to the bus stop has not been completed as the planning authority stated – to follow up.

16   16. Clerks Report

16.1 Clerk Advert – Mr Griffiths resigned as Clerk on 1st August. The role was not as he expected. Lesley Myers has agreed to continue with conditions agreed by the Council.

16.2 The role of the Clerk was provisionally agreed depending on the result of the election for new Councillor.

Point 16.1 and 16.2 discussions were held in a closed meeting after the Main meeting had completed.

16.3 Election of new Councillor – 2 candidates have applied Mrs Dawn Briston and Mr Richard Shepherd. The election is on Thursday 16th September.

16.4 Councillors’ discussion forums – to circulate information to Cllr. Read.

17   . To consider new correspondence/information received.

17.1  World clean-up day 18th September – to investigate equipment again.

17.2   Speed concern management – please report on

17.3 Thornton Dale Ward Parishes meeting – 22nd September Levisham, Council representatives Cllr. Hargreaves and the Clerk.

17.4 Police and crime Plan and Fire and Rescue plan Commissioner’s consultation. These plans will decide how policing and fire and rescue services are developed.
